2025-26 (FY26) Use of Federal Title IA, IIA, and IVA Funds

Boothbay-Boothbay Harbor CSD receives Federal Title IA, IIA, and IVA funds under the

Elementary and Secondary Education Act (ESEA) of 1965. As part of ESEA, our district is

required to provide reasonable opportunity for public comment on the consolidated application

and consider such comment prior to the submission of the application. We are accepting public

comment on our ESEA application through July 1, 2025.

The application is summarized

FY26 Application Summary:

In our application, we describe the projects that ESEA funds will support and how each project

will support our district goals. The goals that may be supported by ESEA funds are to

increase literacy and math achievement, support students’ Social and Emotional Learning

(SEL), and to improve our Multi-tiered Systems of Support (MTSS) which is a framework

and process for helping all students achieve.

Typically at this time of year, SAUs have received preliminary allocations from the Maine

Department of Education so that they may plan the use of funds for the upcoming school year and

apply for those funds. This year, the MDOE has not received all allocations from the USDOE

and therefore has been unable to notify SAUs of their preliminary allocations in each title. Due to

the deadline for applications, we must plan using last year’s allocation as an estimate, which was

$149,141.47 total in Title I, II, and IV funds.

Currently, MDOE has notified us that our preliminary Title IA allocation for school year 2025-26

(FY 26) is $131,249.08. Our final allocation, which is typically known in July, may differ. We

do not yet know the status of Title II and IV funds this year.

It is planned that the majority of ESEA funds will support direct services in literacy intervention

for at-risk K-4 students during the regular year and, if funding allows, summer programming for

at-risk K-3 students, and professional development in literacy, math, SEL supports, and MTSS.

For school year 2023-24 (FY24), the CSD’s allocation was $157,003.54 in ESEA funds. FY25’s

allocation was an approximate 5% decrease from FY24. This is a trend for the past several years.

Maine’s federal allocation has been decreasing with the explanation that the number of families

reportedly below the poverty line in Maine has decreased.

A continued reduction in funds may significantly impact our capacity to provide early literacy

intervention services to Boothbay Region students. Supporting regular-year direct services in

early literacy remains our priority.
